     I have the same problem at my site.  I have not found a documented, 
     and effective, program for evaluation of RCT knowledge retention.  DOE 
     Office of Environmental Management published some guidelines in 1995.  
     These guidelines suggest a coordinated use of field observations, 
     discussions with personnel, and examinations.  The site contractor 
     currently uses these methods.
     
     As oversight, I evaluate retention at Fernald with semiannual reviews 
     of the continuous radiological training program and general 
     radiological training programs. Not only do I look for compliance with 
     requirements, but I also review personnel work activities and ask a 
     lot of questions.  In the past, I have shared my "Core Knowledge" 
     questions with the Contractor prior to asking field personnel.  This 
     approach works best.  Give me a call if you would like to compare 
     notes.

Anyone have an accredited program or know of a program to evaluate
the effectiveness and retention of radiological information required to be 
known by RCTs?  I know RCTs are re-certified every two years, but we
need something in the interim to demonstrate retention.
