Going directly to your specific point, I would recommend the following

a) Sea disposal of low radioactive waste
Understanding risks to individuals associated with the consumption of

Policy Division, S. Cohen & Associates, McLean, Virginia,
<bzakheim@scainc.com> and I could learn about, among others' projects, two
on Cleanup that could be interesting for your specific purpose, both for EPA.
d.1) Contamination Assessment in relation to Cleanup Criteria for
Radioactive Sites,
d.2) Cooperative EPA/DoD program on Cleanup Radioactive Waste.
