Not sure how you can handle the "chronic late badge returns"..  But I suggest 
you rethink the discipline route..  Your better off getting some buy-in to a 
system of return that all (or most) agree to.

As for the absent PI...  I have each PI also list an alternate for his/her 
permit when they submit their application to the RS Committee.  So if the PI is 
out the alternate is responsible  (great pear pressure)
