Exposure Benefits



a) Previously  I informed that this equipment is already in use. 
In  countries where the level of radiation safety does not meet minimum
requirements it is possible to import it and use.

b) However, even for the above countries, it is necessary to take into
account the  system purpose: Fighting terrorists by monitoring individuals
carrying metal/plastic weapons or explosives and Contraband (illegal passage
of drugs)

c) This do not include regular worker for any reason;

d) For the alternative (b) the point  is still  polemic. This is clear: 

GO TO: Basic Safety Standards IAEA - Safety Series I-115, page 47 II.9 - 

"Radiological examinations for theft detection purposes are deemed to be not
justified; should they nonetheless be conducted, they shall not be
considered medical exposure but shall be subject to the requirements for
occupational and public exposure of the Standards"

e) The only way to justify the practice (if such was justified, for instance
in the USA, England, Canada,  or any other developed country) is considering
the option (b), never including the point (c)

f) Considering the above condition, this will be possible since the new
conception of justification is:

"No practice or source within a practice should be authorized unless the
practice produces sufficient benefit to the exposed individuals (not is the
case) or to society (this is the case) to offset the radiation harm  that it
might cause; that is: unless the practice is justified, taking into account
social, economic and other RELEVANT FACTORS.
