I suspect that the reason that only CHPs have been requested to
participate in this workshop is that the Part 1 exam is drawn from a bank
of questions that can possibly be reused in future exams.  That's why,
unlike the Part 2 exam, candidates are not allowed to keep the questions
when they leave the exam room.  Having non-CHPs participate in the passing
point review would give them an unfair advantage if they decided to take
the exam at some time in the future.
