Ah yes.  Here is the problem.  We need to distinguish very, very
carefully between things we do to protect against deleterious health
effects and the things we do to protect our experiments, film
manufacturers, computer chip makers, low level instrument manufacturers,
etc.  We dearly need two sets of standards: one for radiation health and
one for "thing" health.  We need carefully to explain the distinction
and educate the public about the two sets.  I would expect the radiation
health standard would be much higher dosewise than the "thing"
standard.  But, we do need the "thing" standard too.
