Dale's warning about insurance is well made. But, at a general level, I think
that the answer is that there is a universal (to my knowledge), general
license issued by the NRC and Agreement States for the transport of RAM by
common or private carriers. There is a exemption to the need to comply with
DOT regs, when transport is by a physician (and here the language differs
somewhat from Federal to State to State) pursuant to the practice of medicine
(some states require that it be specifically in response to a medical
emergency).
