<There is an international convention ("The London Convention"), which

1) Franz the discussion was about LLW and not HLW

2) "To fulfil this task, (LLW) the IAEA convened an Advisory Group Meeting
on the Risks from Sea Dumping Compared with other Risks in July 1989... The
report was finalized durant further consultants meetings held in the period
1990 to 1992 taking into account the comments received from the
Inter-Governmental Panel of Experts on Radioactive Wasted Dumped at Sea
(IGPRAD) and other experts in the field". This study on ocean disposal of
LLRW was published by the International Atomic Energy Agency -
IAEA-TECDOC-725, November 1993 - Risk comparisons relevant to sea disposal
of low level radioactive waste.
