If Barnwell is the only disposal site in the country available to
most of the nation, and it is having cash flow problems because "Not
enough waste is generated ..." and, even more importantly,
"...projected low-level radioactive waste streams continue to
diminish...," then how are a dozen or so regional waste disposal
sites going to be economically feasible? 

Consider also that these new facilities will have capital expenses 
and siting expenses to recover and host community benefits to pay 
that Barnwell does not have.  Projected waste disposal costs, at 
least in Pennsylvania, are higher than current Barnwell prices even 
adjusted to today's dollars.

It appears that South Carolina is learning that LLRW disposal is more 
elastic (remember Economics 101: cost goes up, demand goes down) than 
they anticipated.
