These are only in a guideline and not a CFR.  DOE also has a reference on
these restrictions.  Many nuclear sites adopt these as a technical
specification, therefore many restrictions are in place to override the
rules.  Usually, several signatures on a waiver are required to exceed the 16
in a 24, 24 in a 48, and 72 in a rolling 7 day period prior to the occurence.
