I believe the following article published today emphasizes Bill's
point, and mine as well. It's not necessarily the net effect, but the
implications and whether or not actions are taken to fix problems..

NRC proposes $330K in Zion nuke fines
CHICAGO, Sept. 3 (UPI) _ The Nuclear Regulatory Commission is
proposing (Wednesday) to level fines totaling $330,000 against ComEd
for safety violations at its shuttered Zion Nuclear Power Station. The
NRC says none of the three incidents presented much danger to the
public but contends heavy fines are needed to emphasize the incidents
could have been avoided had ComEd followed established procedures and
corrected earlier problems.
