Limited Quantity

49 CFR 173.422(a) requires that the excepted package notice be "enclosed
in or  on the  package, included  with the  packing list,  or  otherwise
forwarded with  the package.   The  notice must  include the name of the
consignor  or   consignee  and  one  of  the  following  statements,  as
appropriate:
     (1) This  package conforms  to the  conditions and limitations
     specified in 49 CFR 173.421 for radioactive material, excepted
     package - limited quantity of material, UN2910."
 
     or  similar   statements  for   the  other   excepted  package
     categories: instruments  or  articles;  articles  manufactured
     from natural or depleted uranium, or natural thorium; or empty
     packaging."
 
A few other comments:
 
1. Excepted packages  are now  required to  meet the  general  packaging
   requirements.
 
2. Although not  referenced in  ICAO or  IATA the above excepted package
   notice is nevertheless required pursuant 49 CFR 171.11(6)(d)(iv).
 
3. The  area   of  limited   quantities,  excepted   packages,  excepted
   quantities, and  small quantities is a very confusing area because of
   the nomenclature.   One  must  recognize  that  regulations  for  the
   transportation of radioactive materials is principally derivable from
   IAEA Safety  Series No.  6, now  IAEA Safety  Standards Series  ST-1,
   Regulations for  the Safe  Transport of Radioactive Material, and the
   regulations for  all other  classes of  hazardous materials/dangerous
   goods come from an entirely different direction.
 
   In radioactive  materials limited quantities is only one criteria for
   qualifying as an excepted package.  Terms used in the other hazardous
   materials/dangerous goods  categories: excepted  quantities,  limited
   quantities and  small quantities  have absolutely  no meaning  in the
   radioactive realm.
