This is not entirely true.  If the package is licensed material, its receipt 
is regulated by 10CFR20.1906, "Procedures for receiving and opening packages." 
 With some exceptions, this requires surveys.  It especially requires the 
receiver to: 
 
"Monitor all packages known to contain radioactive material for radioactive 
contamination and radiation levels if there is evidence of degradation of 
package integrity..." 
 
If the radiation or contamination levels exceed those of 10CFR71, which are 
substantially the same as the DOT limits, the incident must be reported 
"immediately".

The limits in 49 CFR 443, Table 10 are per square cm.  The reg states   =
that levels of non-fixed contamination may be determined by wiping an   =
area of 300 cm2.  Personnel who are trained to take 100 cm2 wipes, may do   =
=
so on package surfaces.  You must have a sufficient number of wipes in   =
appropriate locations for your application.  In order to use Table 10,   =
you would have to calculate the activity per cm2.  It was my   =
