I would suggest you might evaluate "EndDust", a commercially available spray
that's sold to the public for this purpose.  I've been told that spraying this
stuff on standard home air filters increases their capture efficiency to close
to electrostatic air cleaners.  I don't have any personal knowledge whether it
really works, but it would be interesting to test the claims by comparing a
treated and untreated filter in the same environment and air flow.  Let us know
if it works!
