   A reasonable attempt should be made to answer questions of this nature -
but nothing more than a reasonable attempt should be made.  Spending money
that is triggered by unreasonable requests or unreasonable fears probably
will not calm anyone's fears.  But it may give a certain validity to
questions that are otherwise absurd.   Actions should be based on the best
available knowledge and not on the least knowledgable person in the
community.
