In regard to Bill and Sandy's comments, perhaps one other factor should be
considered. It is simply that the USA is not the only nation; if you
launch Ebola, Saran, or whatever, it is not only your population that is
potentially affected. What would your reaction be if a nation, say from
the mid-east, wished to launch a space probe containing these materials?
Would you simply sit back and accept it?
