The NJ law which prohibits purposful application of radiation which has
no medical benefit to the subject was aimed at preventing gross abuses
such as shoe fluoroscopes in shoe stores and x-ray technicians
practicing on each other.

There are newer technologies which serve a useful purpose and deliver a
very low dose, but have no medical benefit to the person.  Such as
x-raying people in an airport for guns. Perhaps we have to re-think the
prohibition when some (non-medical) benefit exists.
