I concur with you that the distance is relatively insignificant factor in
contamination pattern from Chernobil accident with rainfall, wind and
particle size being of higher importance.  However, the sheer number of
"cases of thyroid cancer among children had risen 2,000%.." does not match
well with the rate of cancer among the whole population (..between 1991
and 1994 the rate of cancer rose from 257 cases per 100,000 people to
289.." -just 11%).  It looks that the ratio between adults and children is
approaching 200, which is hardly believable even for a county with low
birth rate.   

It is very likely, as you said, that this is another "horror story" about
Eastern Europe.
