In my 13 years of commercial reactor emergency planning experience
(1980-1993), we developed scenarios to "exercise" the operators and
emergency responders under credible (design basis) conditions.  This was
a very time consuming (expensive) exercise that required input from
numerous individuals.  The NRC also took time to review and approve
these scenarios to determine if they adequately tested the emergency
response plan and personnel.  I do not believe that a drill scenario as
has been described would have been approved several years ago.  

What has changed?
