The last IAEA document on this subject is the IAEA TEC DOC 855, 1996 --
Clearance Levels for Radionuclides in solid materials, as Interim Report for
Comment. It  was prepared considering  the above reference,  the IAEA Safety
Series 89, 1989  -- The Principles for the Exemption of Radiation Sources
and practices from Regulatory Control and the IAEA TEC DOC 401, 1987 --
Exemption of Radiation Sources and Practices from Regulatory Control.
TECDOC 855  provides only values for the unconditional clearance   of solid
materials from regulatory control. It adresses materials that can be
potentially moved out of the originating facility and recycled, reused or
disposed of within the IAEA's Member State or in another State or country
without restriction.
