I wish I had a good reason.  We spend a lot of time writing them on licenses. 
Probably the same reason we don't look at accelerator produced materials or X-ray
machines.  Although the above items would require changing the Act.  We discuss
leak tests in some regulations like Part 35, but do not mention them in Part 20.  Some
times management has good reasons for not doing certain things, but I have no idea
why they have not added leak tests to Part 20..
