metrics?

Are any academic/biotech/pharmaceutical RSOs using any metrics or
performance indicators to manage their programs?  DOE issued several in
their Radiation Control Manual Article 131, but most of them really do
not apply to our type of program.  They are more suited to DOE or NPP
facilities.
