I don't know your state regs on monitoring, but the federal mammo regs
do not address the issue, so if the inspection was solely federal MQSA,
the inspection software doesn't even ask the question. 10CFR part 20
only requires monitoring if the individual is likely to receive 10% of MPD-
500 mrem/year. It is quite unlikely that any of the individuals you
mentioned are likely to receive that amount. Lastly, is it more important to
determine where the dose occurred, than it is to determine that IT
OCCURRED AT ALL? From a health & safety standpoint, I'd rather know 
the person's total exposure, than have separate bits of exposure data
that may or may not ever get put together. The question of where a dose
came from may not even arise if multiple badges are used, as no one
may determine that the person even got an overexposure. If your state
regs don't require it, you should object!
