Ah, but this very attitude is the reason Clinton has been shut down (by the
NRC) since mid '96. Where is the economy in delaying protective action if you
cant ultimately operate and generate bucks? (it was good for MY economy! :))
The operators were afraid to take action required by procedure for fear of
disciplinary action by their management. In the end, good safety practice
makes good economic sense. Reactor safety comes FIRST! Economic considerations
second. In a strange way, tight regulation and the threat of key-yanking is
the best thing for the industry, because it steals the anti-'s thunder. Maybe
they say something different in business school. There does seem to be a lot
of changes (turnover) happening in upper management types lately. 

Frankly, I hope the NRC closes down all of the poorly run plants so we can get
a fresh start with the new technology. Lets see if WX can build an AP-600 in
18 months! Then the anti-'s will focus on the fuel problem.... but that's
another subject.
