     Still, cutting off the power for some nominal time makes an
     interesting political statement ... "You wanted the power that
     produced this waste, but now you want to duck the responsibility for

I'm sure no utility would would or could politically get away with shutting
off power today to a town opposing a project, but the fact it was done [or at
least suggested as intended to be done] and the wording of the statement made
at the time by the Japanese utility involved is an interesting historical
footnote.
