You will find some discussion on this in ICRP 26.....basically the dose
equivelent is only valid or to be used within the occupational limits
specified in the same report....ie...less than or equal to 50 REM per
year.......now I'm not sure if there is a specific cut-off, it seems to be
based on proffessional judgement

At least this is my interpretation....
