Just to clarify...it may not be that California requires this.  California is
not authorized to license the distribution of items containing byproduct
material to persons exempt (commonly referred to as "E-licenses"), nor is any
other agreement state.  This is reserved to the NRC.  The company may have
chosen to accept the licensing California can provide.
