I would start with the IAEA homepage (http://www.iaea.or.at/worldatom/)
and work from there. Also, NEA has a 10-y post Chernobyl summary from
which you could probably follw backwards to previous reports of releases
and doses (http://www.nea.fr/html/RP/chernobyl/chernobyl.html) .
