I agree completely with Roger. I also remember long hard discussions
with Region II over a "potential over-exposure" to the whole body,
all due to the Region trying to establish that an "upper extremity
TLD" was actually above the elbow, and therefore, the dose exceeded
the whole body limit of 3 rem/qtr (NRC Form 4 was complete for these
individuals), and did not fall under the 18.75 rem/qtr extremity
limits. The discussions went back and forth whereby they actually
tried to depict at what point the elbow began and ended, with the arm
bent.
In that case, something else WAS wrong. In the end, NRC HQ sided
with our utility response and data.
