Just my personal point of view:
Exactly because ALARA applies for individuals as for collectives it is
better to distribute a given collective dose on many people in order to
reduce individual dose. But in many cases you will find that you don't
just distribute the dose. The dose collected while preparing for work is
added for each individual. So the collective dose becomes greater as you
involve more people. In such cases you will find you have to do some
kind of compromise between low individual dose for many, or low
collective dose distributed among a limited number of workers. If just
hormesis would be considered proven and legally accepted, it would
provide some lower limit of individual dose below which ALARA doesn't
have to be applied.
