One other possibility ... a highly ANGULAR irradiation could cause this type of 
a response,, where a majority of the interaction bypasses the 1000 mg/cm^2 
filter, and, the TLD now has TWO CaSO elements that see the x-ray ...  where 
E4 is now approximating the 300 mg/cm^2 filter (but obviously more attenuation 
than E3).

Just another thought.
