Hello Steve.
Limits that the USNRC (and a variety of agreement states) typically wish to
see referenced in licensee Emergency Plans are those contained in Report No.
EPA-400-R-92-001, "Manual of Protective Action Guides and Protective Actions
for Nuclear Incidents". Both preventative and emergency protective action
guides are given, as well as guides for early and intermediate phases of
accidents. For example, the following guidance on dose limits for workers
performing emergency services is given:
5 rem - All activities
10 rem - Protecting valuable property
25-rem - Life saving or protection of large populations
>25 rem - lifesaving or protection of large populations (only on a voluntary
basis to persons fully aware of the risks involved).
