In 10 CFR 20.1001 it say, "However, nothing in this part shall be construed to 
as limiting actions that may be necessary to protect health and safety."

I think saving a life would normally be interpreted as protecting health; so, none 
of the dose limits, including planned special exposures, are NOT applicable.
