It's hard to determine from the information you present whether this is a 
violation.  The shipper may have tried to use the provisions for tritiated 
water.  The package limit for tritiated water ranges from 1.0 Ci to 1000 Ci, 
depending on the tritium concentration. Or else, they may have tried to use 
the limit for "tritium adsorbed on solid carriers", which would be 21.6 Ci. 
 
This seems to violate the spirit, if not the letter, of the regulations, 
however, since, in my opinion, the material, i.e., the pump, should be 
considered a solid, with a limit of 0.001*A2, which, for H3, would be 1.08
Ci.
