disposal of TR limitter tubes...

Dear Radsafers:

The Coast Guard is changing out approx. 50 radar installations across
the country over the next three years. In the old radar system is a "TR
Limitter" tube labeled with 12.5 mCi of H-3. The old radar system
manufacturers (Raytheon) have been contacted and they say that these
tubes should be sent the tube manufacturers (who are in Japan and
refuse to take them as well). 

The question is what should be the appropriate disposal facility: (1) LLW
repository, or (2) municipal solid waste landfill. I've gone through
10CFR20 and the Health Physics Positions Database to no avail. Any help
that you can provide would be appreciated!
