This is not a factor since both IAEA Safety Series 6 1985
(Amd 1990) and IAEA Safety Standard Series ST-1 1996 both state
that mailable activity is 0.1 of the limited quantity value.
No countries have yet adopted IAEA Safety Standard Series ST-1
1996. ICAO and IATA will incorporate ST-1 in their 2001
regulations, and most countries are planning to adopt ST-1 also in
2001.

1985, as amended 1990, many other countries follow ST-1, issued by the IAEA
in 1996 (or early 1997). Additionally, the US Postal Service follows even
more strict rules, found in Postal Publication 6. I would be happy to share
poor quality (but readable) photocopies with you. My copy is dated 1990. I
have asked the Post Office several times if this was the latest copy, but
never got an answer. I also asked for a new copy, but I think it was lost in
the mail......
If anyone out there has a "clean" copy, or knows where I can get one, please
let me know!
