Texas Compact Passes Congress

Yesterday the U.S. Senate passed the Texas Low-Level Radioactive Waste
Compact bill submitted by the House-Senate conference committee. The Bill
has been sent to President Clinton. Since the Conference report passed the
House by 305-117 and the Senate by 78-15, the bill looks veto-proof. My
guess is that Clinton will allow it to automatically pass into law in two
weeks without his veto but without his signature.
