I was taught that the issue of informed risk for having higher permissible
occupational exposures than for the public was only one aspect. That
the primary reasoning had (has?) more to do with the genetically
significant dose (GSD). Since the public involves so many more people
than occupational workers, a dose to them has a greater impact on the
GSD then a dose to occ workers.
