Slightly Contaminated Soils

How do you handle large quantities of slightly (0.4 pCi/gm Cs-137)
contaminated soils?  The shipping option is expensive.  What about on-site
storage of the soil?  How is this done?  (In a pile?  In containers?)

Humboldt Bay is currently is SAFSTOR and expects to go into decommissioning
a few years down the road.  It is anticipated that a large amount of soil
will need to be moved/removed prior to entering the decommissioning process.
What do we do with the soil in during the interim?
