You must check applicable state laws for exempt quantities.  Your material may
be below the concern of the DOT, but the receiver may need to have a license
depending upon their state laws.

49 CFR 173.403 Defines radioactive material as greater than 0.002 uCi/g. 1890
pCi/g is 0.00189 uCi/g. For shipping proposes, this is not considered
radioactive under DOT and is not regulated.
