49 CFR 173.421 (a) Requires shipping papers (171.8) and certification
(172.204) with the exception listed in 173.421 (b) for a material that is a
Limited Quantity for transport and is a hazardous substance or hazardous
waste.  173.421 still excepts Limited Quantities from spectifcation packaging,
marking (RQ 172.324) and labeling.
