Occupancy factors

     Has anyone sucessfully used occupancy factors to get a waiver from the 
     500 mrem site boundary dose limit for a state license (TN) if they can 
     demonstrate less than 100 mrem to the maximum exposed member of the 
     general public?  If so, I would appreciate it if you would please
