IEEE maintains a consultant list on its website (www.IEEE.org)which can be
searched for the type of expertise that you are looking for.
Better: try Rick Tell in Las Vegas. The last email address that I have
for him is RICTELL@ACCESSNV.COM. If that doesn't work, check the HPS
directory.
