As a result of the incident Mr. Karam describes, Congress held hearings on
the problem - chaired by Sen. Glenn -  in June of 1994.  The GAO also
produced a report on the matter, and similar incidents, prior to the
hearings.  

Probably in response to this incident, the NRC changed its rules on sewer
discharges, and the EPA was to specifically look for radionuclides in its
decennial sewage sludge survey of POTWs that was to have occurred in 1996.
I have not yet seen any results of the EPA survey.
