The 9 E 4 Bq per cubic meter value sounds a little high, at least by US criteria for
nuclear power plants.  Full-time occupancy could give an effective dose equivalent
of  about 34 mrem in a year.  While this is less than the place-to-place variation in
the external dose from natural sources, it is large compared to the 10 CFR 50
Appendix I values.
