A simple change to the law, in association with the various medical 
associations, can mitigate the requirement of a physician's 
authorization. Three could also be a waiver signed into law to allow 
this. Everybody needs to "step out of the box" and look at this 
issue from a perspective, other than what you consider to be 
current practice. Times and processes do change. I haven't 
touched on the issue of risk at all, just the legal means that can be 
initiated to allow such procedures.
