This makes it clear what's going on.
If these people wanted to shut down nuclear power plants because they think
they're dangerous or that they're pollution sources, they would be willing to
buy out the plants to get a deal. The government would obtain title, which
would mean that a change in the government wouldn't lead to the plants being
restarted.
This whole thing is obviously a way to sock it to an Evil Capitalist Pig[tm],
with the public's fear of nuclear power plants a handy weapon.
