Company Press Release

HOUSTON, Texas--(BUSINESS WIRE)--Jan 21, 1999--Parsons
Energy & Chemicals Group Inc. has won a consulting and
engineering contract with Natsionalna Elektricheska Kompania
(NEK) to help modernize and upgrade their nuclear power plant at
Kozloduy, Bulgaria.

Parsons is helping NEK improve safety, equipment availability and
reliability, expected technical lifetime, and the performance of Units
5 and 6 during this modernization process.

Michael Akins, Parsons Project Manager, said: ``Parsons' services
will benefit NEK in the near term by providing hands-on Western
experience in the management of contractors for the modernization
program and management training for NEK to continue their growth
in the long term.''

Parsons is helping NEK integrate and coordinate outside
contractors' activities to fully meet safety, quality, commercial and
schedule requirements during the actual upgrade. Parsons is also
providing technical training to NEK personnel so that NEK can
develop their own engineering organization to handle future
engineering/design work at Kozloduy.

Six Parsons engineers are on site for the Kozloduy upgrade.
Expatriate support personnel, Bulgarian/Russian engineers and
European engineers complete the consulting team. This
modernization and upgrade program is scheduled for completion in
2006.
