I don't know the answer to your first question.
In response to the goal of finding out who wrote the document: In looking through the Regulatory Guide, the authors are not listed. However, The reg guide indicates that the technical basies for the guide were provided in a separate technical report, "Applications of Bioassay for Uranium," report number WASH-1251. This technical report might list authors (I don't have a copy of the report handy). I have not been at the NRC long enough to know who might have been involved, though if it is important, I might be able to ask around a bit.
