Brian, I respectfully disagree. To generalize (and we know the problems
with that): Part I is a test of knowledge. Part II is the application
of knowledge using appropriate judgement. Would that not be a skill?
I looked it up. From Webster's Collegiate dictionary 10th Edition:
2 a : the ability to use one's knowledge effectively and readily in
execution or performance b : dexterity or coordination
especially in the execution of learned physical tasks
3 : a learned power of doing something competently : a developed aptitude
or ability
Based on this definition I can't help agreeing with you. I respectfully
yield.
